NEW FOR 2026: CBA is now accepting online tax payments! Tax bills will still be mailed, but you will now have the option to pay online or by check.
Save a Stamp Saturday: June 27 at 8:00am at the Stand! Pick up your tax bill to save the Association postage, and pay via mail or online prior to July 31. Or, bring a check and pay on June 27 to save yourself postage. Checks will not be deposited until after July 1.
What are Association Taxes?
The Crescent Beach Association is a special taxing district chartered by the Connecticut General Assembly in 1935. This statute authorizes The Association to levy taxes based on the value of real estate within the boundaries of Crescent Beach based upon the East Lyme Grand List from the prior October. Collected taxes fund the operating budget of the Association. The maximum mil rate cannot exceed 5 mils. (By Charter)
Each Spring, the Board of Governors (BOG) develops the annual operating budget for the fiscal year that runs from July 1 through June 30 of the following year. The BOG reviews past expenses, incorporates annual cost adjustments in contracted services (e.g., insurance), and identifies capital improvements to create the recommended annual CBA budget. Once the budget is approved by the voting members at the June meeting, The CBA mill rate is then established by the BOG to fund the budget. The CBA Tax Collector creates and mails out the tax bills by June 30th.

Association taxes are due July 1st of each calendar year. Taxes paid or post-marked after August 1st are delinquent and accrue interest (1.5% per month) for both July and August If taxes remain unpaid (including interest owed taxes) are not received in full by October 1st the Association will place a Tax Lien upon the CBA property in October will be filed with the Town of East Lyme at a fee of $24 lien filed (payable by the property owner).
Failure of the USPS to deliver the CBA Tax Bill onto your receipt does not absolve liability for interest and other expenses. It is the property owner’s responsibility to update any address changes with the Town of East Lyme assessor, which then updates the Grand List and notifies the Association Tax Collector of the mail to address change.
